The DBIO perspective can be opened by selecting DBIO from the Open Perspective Dialog which is opened by clicking on Open Perspective icon on the right hand corner.
The DBIO perspective by default, shows views and editors that are specific to DBIO Plugin. The below image shows the DBIO perspective.
